The limestone relief was created for the College of Liberal Arts and Sciences building as a tribute to the former ISU student. Ms.Catt was a key figure in the passing of 19th amendment to the U.S. Constitution granting women the right to vote. She also founded the League of Women Voters and was dedicated to the promotion of world peace.

The faculty of the IJH expressed the need for a visual narrative that would illustrate the value of positive goals for their students. The imagery of flight was a useful metaphor to illustrate the significant transformation that can happen when moving toward those beneficial goals. Encircling the base is the quote "I shall show you the path which will take you home and I shall give wings to your mind that can carry you aloft."
